Alyssa Carrier is the Founder and Chief Executive Officer of AC Disaster Consulting. She brings more than 14 years of experience in emergency management and disaster recovery services. She is a highly skilled leader with extensive experience managing and delivering complex projects. Alyssa manages AC Disaster Consulting’s Texas and Washington, D.C. offices, where she coordinates all federal and state government business activities and collaborates with leaders across the nation. Alyssa is a certified Federal Grants Manager, Floodplain Manager and Hazard Mitigation Trainer.

Jonathan Jenkins brings more than 17 years of experience in emergency management and homeland security to AC Disaster Consulting. He is skilled in many aspects of disaster planning and response, including urban environments, infrastructure and logistics, and emergency operations. Jonathan manages internal operations for AC Disaster Consulting, while ensuring the company remains a key leader in the changing world of emergency management.

Allison Diego is a business management professional with over 25 years of experience leading local and state government in strategic planning and performance improvement, data analysis, and resource allocation and financial services.

Throughout her career, Allison has held essential roles in disaster preparedness and emergency response and recovery, including coordinating management assessments and recovery performance reporting, auditing expenditure documentation, enforcing reimbursement policy compliance and managing emergency and recovery contracts.

Steven Aiello brings AC Disaster Consulting over five year’s Emergency Management training and experience within the U.S. Air Force.

Ms. Bautista brings 13 years of experience as a Civil/Environmental Engineer to AC Disaster Consulting. Ms. Bautista’s interest in disaster recovery developed after experiencing first-hand the effects of Hurricane Michael which hit the Florida Panhandle on October 10th, 2018. Since then, she has worked closely with the City of Mexico Beach toward the City’s recovery. Her work in Mexico Beach has included capturing and quantifying the City’s infrastructure damages, implementation of resiliency and mitigation into the City’s overall recovery, long-term planning including Floodplain Management, and the pursuit of local, state, and federal grants to assist the City in project implementation.

Karli Booth brings eight years of FEMA Public Assistance and disaster recovery experience to AC Disaster Consulting. She is key for client interactions, corporate administration-finance and human resources. Karli is proficient in invoice payment and reconciliation as well as logistics for staff field deployment to regions before, during and after natural disasters. Karli oversees damage assessments, payroll, hiring and training field staff for AC Disaster Consulting and its clients. She has worked on 10 declared storms, ensuring that more than $20 million of invoice reconciliations were completed on time and for the betterment of the communities served.

Rachel Bringold is a professional who brings more than 10 years’ experience in the healthcare field prior to joining AC Disaster Consulting. She has a proven track record in cost management and inventory control procedures.

Emily Burch is a very result-driven orientated Disaster Recovery Specialist. She possesses a positive track record for meeting project deadlines and is accustomed to managing multiple project priorities in fast paced environments.

Peter Burke is a disaster recovery professional with experience in FEMA Public Assistance (PA) project development, management, and compliance with the Stafford Act. Peter’s specializes in FEMA Category C, with a specific emphasis on project closeouts and appeals. He has additional experience in implementation and compliance with the Disaster Recovery and Reform Act, and has worked with state and federal partners to implement new policies outlined in the legislation.

Alexandra brings five years of data analytics experience to AC Disaster Consulting, including sole management of end-to-end data pipelines for startups, contributing to statistical analyses for published research, and building data teams during emergency response activations. Alexandra earned a Master of Public Health in Epidemiology from Columbia University and a Bachelor of Science in Economics with a minor in Statistics from Florida State University.

Michael Cruse is a licensed attorney and consultant with significant experience training and guiding individuals, groups, and business entities with regard to Federal policies, procedures, regulations, and compliance requirements. Mr. Cruse serves as AC Disaster Consulting’s Special Projects Manager. Prior to joining AC Disaster Consulting, Michael worked in both the public and private sectors, and within traditional law firm settings, multinational corporations and local/community, non-profit organizations. Throughout his career, Michael has focused on providing clients with creative, efficient, and tailored legal solutions designed to ensure Federal compliance in a number of industries including emergency management and disaster recovery, in the United States and abroad.

Davina Dhani specializes in database development and data management. In 2018, she graduated from the University of Texas at Dallas with her Masters in Business Analytics. Her areas of interest include developing ETL processes, data analysis and creating data visualizations.

Tram Do has over four years of experience in Federally-funded public assistance disasters. Tram graduated from Texas State University in 2015 with a Bachelor’s in Applied Arts and Sciences. She started her career in emergency management in 2016 by working on multiple disasters in Texas, to include: Hurricane Ike, multiple severe storms, tornadoes, straight-line winds, and flooding. Ms. Do has been instrumental in ACDC’s work to assist the Oregon OEM with disaster recovery efforts from winter storms, flooding, and mudslides in 2019-2020, and with Oregon’s COVID-19 recovery efforts.

Emily Dwyer is a graduate from the University of Florida earning both a BA in Political Science with a minor in Business Administration as well as an MS in Fire and Emergency Services. Emily is currently serving in the Florida Army National Guard, specializing in Logistics and Engineering Operations. Throughout her education and Army career, Emily has learned many skills to include managing multi-million-dollar equipment and projects, leading large and diverse teams, as well as having the vision to plan and implement decisions for long-term mission success.

Jessica Edwards is a recent graduate of East Tennessee State University, receiving a B.S. Degree in Media and Communications. During her education she focused on marketing, advertising, public relations and cross-disciplinary studies. Her skills include content creation, analytics tracking, communications and engagement. She has achieved certifications from The Digital Marketing Institute and is certified in Google Analytics.

Bailey Farrell brings over 5 years of experience in emergency management and strategic planning to AC Disaster Consulting. Prior to joining, Bailey worked closely with government contracts to offer tailored solutions and provide logistic operations support in a constant state of readiness 24/7/365. Bailey provides exceptional customer service in all aspects of her work and drives continuous improvement in each endeavor.

Brenna is a recent graduate from the Massachusetts Maritime Academy, receiving a degree in Emergency Management and a minor in Homeland Security. She has a range of experience within the field of Emergency Management; from assisting with safety and security operations, developing exercises, and most recently, responding to COVID-19. She brings leadership experience, as she was the Emergency Management Operations Officer at Massachusetts Maritime Academy and served as the New England Student Representative for the International Association of Emergency Managers (IAEM).

Abby Fuirst is a graduate of the University of Vermont with a Bachelor of Arts degree in both Environmental Studies and Sociology. She focused her education on the impact climate change and the environment have on people. Abby has experience working with governments to create change, she has worked for the U.S. Senate and the Vermont State Senate. She has also helped with numerous disaster-related research projects. Abby has always had a passion in creating a positive change in her community and hopes to continue to do so.

Vanessa Gatto brings more than 10 years in emergency management experience to AC Disaster Consulting. She is proficient in federal, state, and local regulations pertaining to the data, billing, and reimbursement of FEMA funding. She is also experienced in proposal writing, hiring, and deployment of staff to regions affected by natural disasters. Vanessa manages the disaster management and debris recovery processes for AC Disaster Consulting, focusing on thousands of pieces of data and information at any given time. She has worked on nearly 20 natural disaster declarations and holds more than 30 FEMA training certificates, including the Certificate of Achievement for the FEMA Professional Development Series.

Amanda Hale is an emergency management professional who brings experience in the human services and mental and behavioral health sectors to AC Disaster Consulting. Amanda ensures that the mass care perspective is in the forefront for client response and recovery operations.

Lindsay has first-hand experience of life after the impact of a disaster. Hurricane Michael (a Category-5 hurricane) destroyed most of her community in 2018. She not only had to rebuild her own life, but that of the City of Mexico Beach as she served as the Administrative Assistant and most recently as the City Clerk for the City of Mexico Beach. She had a hand in every aspect of the Disaster Recovery Program; from initial contact with residents, assisting with right of entry (ROE) documentation, and aiding FEMA and consultants with recovery procedures.

Valerie Hilliard graduated from the University of North Florida with a BA in Criminal Justice and minor in Psychology. Valerie currently serves as an officer in the Florida Army National Guard, specializing in Transportation and Logistics. She has assisted the state of Florida since 2017 with multiple disasters, to include: Hurricane Irma, Michael, Dorian, and Sally. She also brings leadership experience, as she was the Logistics Operations Officer for three years in support of the Florida State Emergency Response Team.

Rodney Isbell is as an experienced Emergency Management professional. He is skilled in every aspect of FEMA Public Assistance (PA) project development and completion, disaster response, cost estimating for post-DRRA 428 projects, and Substantial Damage Estimates (SDE). He also has technical assistance and training experience following many disasters such as Hurricane Irma and Michael in Florida, Hurricane Harvey in Texas, and Hurricane Maria in Puerto Rico.

Greg Jackson brings over seven years of experience with HUD, FEMA, and international humanitarian assistance to AC Disaster Consulting. He recently completed a five-year stint managing several infrastructure and housing assistance programs for the Boulder County Flood Recovery project in Boulder, CO.

LaRhonda Jess is an experienced disaster recovery specialist. She brings to AC Disaster Consulting over 17 years of administration, data analysis, data management, and debris supervisory experience. She presents strong customer service skills and organizational methods which have contributed to her experience working within state government, private, and non-profit sectors.

Allen Kellogg is a graduate of Texas Christian University with three-years of emergency management experience specializing in FEMA Public Assistance. Allen helped manage debris removal operations for the City of Miami Beach after Hurricane Irma.

Cam brings with him over four years of emergency incident response work and two years of Public Assistance experience while working for multiple agencies within the State of Oregon. He has a background as a NWCG wildland fire engine captain, incident commander, and fire investigator with initial response and recovery stints performed on many historic wildfires in the Western US. Cam was offered his first Program Delivery role with the Oregon State Office of Emergency Management in early 2020.

Jiahui Li is a data analyst professional with experience in SQL, Python, Google Sheets and machine learning.

Janet Luce has 28 years’ experience in project and operations management, geographic information systems (GIS), planning, public outreach, regulatory permitting, waterway management, emergency response, disaster recovery, and grants administration. Having previously served as a client advocate and project team leader for a full-service consulting engineering firm working within the Civil, Coastal, and Geospatial practices, she brings extensive technical and operational experience to ACDC.

Alex Lutterbach brings three years of experience as a Civil Engineer Intern (EI) to AC Disaster Consulting. This experience includes disaster relief efforts performed for Florida municipalities directly affected by Hurricane Michael—specifically, damage assessments and expedited design efforts for emergency recovery projects. Alex also has experience in the acquisition process of local, state, and federal funding for municipalities’ use in pursuit of a variety of infrastructure improvement projects.

Bob Maca is an emergency management professional with over 30 years of experience. He has served as an Emergency Manager with the U.S. Air Force, local government in both a city and county capacity, and most recently with a public-school district.

Jenelle Miller brings cross-jurisdictional emergency management experience to AC Disaster Consulting. Jenelle provides a unique approach to research methods, application of social media practices and implementation of emergency management and disaster recovery strategies for our clients and partners.

Mr. Morris has 13 years of experience in fisheries and restoration working both internationally as well as throughout the Southeast and Western United States.

Lucas Pagan brings over 10 years of experience to AC Disaster Consulting in Disaster Recovery working with State and Federal agencies, Local governing entities, elected officials and various stakeholder groups. Lucas excels at planning and achieving complex goals while simultaneously working on multiple projects. Throughout his career, Lucas has drafted, reviewed and closed over 2,500 Public Assistance and Hazard Mitigation projects throughout New York, Texas, Arkansas, Oklahoma, New Jersey, Louisiana and Illinois. Lucas is recognized for his attention to detail and his excellent client service skills.

Nicole Peters is a multi-faceted Emergency Manager with full-spectrum experience in the areas of Public Assistance, planning and preparedness, mitigation, and business development.

Jaimie Portelle is a disaster recovery professional specializing in HUD-funded Community Development Block Grant – Disaster Program (CDBG-DR) and FEMA Disaster Recovery Assistance. Jaimie has six years of experience assisting state and local governments with program implementation and program management expertise focused on housing and infrastructure projects. She has significant knowledge of CDBG-DR program rules and regulations, providing strategic guidance to grantees on procurement, contracting, guideline development and program design for Buyout, Housing Rehabilitation, Temporary Relocation Assistance, Uniform Relocation Act, and Infrastructure Programs.

Megan Ramsey has been practicing accounting since 2016. She has worked in both the public and private sectors, including local government. She has a Bachelor of Business Administration in Accounting from Dallas Baptist University. Megan started her accounting work in the fashion design industry, where she assisted the accounting department in its transition after the company nearly doubled in size during her time there. Megan later moved to Houston and built the accounting system from the ground up for five oil and gas companies as well as an oil and gas law firm. The number of employees and contract laborers for these companies went from seven to over a hundred, and the accounting department grew under Megan's leadership as each of these companies expanded.

Jen Sakrison brings 15 years of Human Resources leadership experience to ACDC. She has a Bachelor of Science in Business Administration, and has held a variety of Human Resources roles in Oregon, Washington, Colorado, and Utah. She has experience managing and improving processes in the arenas of Human Resources Legal Compliance, Employee Relations, Talent Acquisition, Performance Management, Talent Management, Diversity, and Equity and Inclusion. Her passion is problem solving and supporting strategies for business growth objectives while supporting employees’ engagement and career growth. She enjoys volunteering her time in her local Denver community as well as supporting small businesses as an HR Consultant.

Selena Sanchez is a graduate from the University of North Texas with a Bachelor’s degree in Applied Arts and Science. She brings experience in continuity of operations, public preparedness outreach, and EOC leadership to AC Disaster Consulting. She has always had a passion for helping others and learning new skills. Selena continues to actively educate herself in the field of emergency management and information technology.

Shawna holds a B.S. in Marketing from the University of Central Florida, and has spent the past 15 years leading marketing and business development efforts in the engineering and emergency management sectors. Her focus is facilitating client relationships, targeting pursuit strategy, proposal management and delivery, strategic planning, development of creative content, and marketing research and analysis.

Danielle Smith-Radford is an Administrative Analyst and draws from her experience as a veteran middle school teacher to bring adaptability and critical thinking skills to the ACDC Administration-Finance Division. Danielle continues to educate herself in ever-changing Emergency Management, Homeland Security and Public Assistance programs, and considers herself a life-long learner.

Maggie Steenburg is an Emergency Management professional who brings experience in the public, private and non-profit sectors to AC Disaster Consulting. She is skilled in emergency preparedness, disaster recovery, FEMA PA, continuity of operations, writing and updating plans, logistics, coordination of complex projects, relationship management, and public information and messaging.

Grace Sullivan is a strategic communications professional, specializing in public relations. Grace earned her Master’s in International and Intercultural Communication from the University of Denver. Additionally, she has over ten years of management experience, eight years of research experience, and four years of project management and evaluations experience.

Jennifer is an HR professional with over 12 years of experience and a diverse background in different industries including mortgage services, IT services, financial services and hospitality.

Kate Williams is a Certified Planner and Disaster Recovery Professional who specializes in building effective systems for community recovery and improved resilience. She brings six years of experience working with local jurisdictions to design and implement successful Housing Assistance and Infrastructure programs.

Angel has six years of experience in catastrophe services during disasters. Angel graduated from University of Alabama at Birmingham with a Bachelor’s in Psychology. She started her career in catastrophe insurance in 2016 by working on multiple disasters throughout the country, to include: major hurricanes, multiple severe storms, tornadoes, and winter storms. Angel recently transitioned into Public Assistance working in Disaster Recovery with FEMA. Angel has been instrumental in ACDC’s work to assist the Florida FDEM with covid 19 recovery efforts.
